He looketh on the earth, and it trembleth: he toucheth the hills, and they smoke.
He holds sovereign power and authority over the earth and the hills, so that the earth trembles at His look and the hills smoke at His touch. He is a personal, living Creator whose power actively reaches into the natural world in this way. Nature thus displays His power and character, yet nature itself is not God.
Even unusual upheavals in nature remain under His direction and permission and are not beyond His rule. He may allow them to reveal His power and purpose and His presence. He may permit them to call people to their senses, and this display of His power over creation calls forth praise and gladness in Him.
