1 Samuel 11:4

Then came the messengers to Gibeah of Saul, and told the tidings in the ears of the people: and all the people lifted up their voices, and wept.

The messengers who arrived at Gibeah of Saul had come from Jabesh-gilead bearing tidings of that city's peril. When the people of Gibeah heard the report they lifted up their voices and wept aloud. Their loud weeping expressed the terror and grief awakened by the Ammonite threat against Jabesh-gilead.

That report of distress called forth Saul's energetic and skillful military deliverance of Jabesh-gilead. The deliverance itself was wrought by the Lord, with Saul acting only as His agent, though the whole nation extolled Saul and forgot this. Saul himself at first ascribed the glory for the victory to God, but afterward he took the honor to himself, and success made him self-confident.
