2 Kings 10:21

And Jehu sent through all Israel: and all the worshippers of Baal came, so that there was not a man left that came not. And they came into the house of Baal; and the house of Baal was full from one end to another.

Jehu issued a summons throughout all Israel for the worshippers of Baal, and they came until not one was left out, filling the house of Baal from one end to the other, gathering them all together there as part of his campaign to destroy Baal worship in Israel. This stern reform instituted by Jehu, which resulted in the slaying of all the house of Ahab, took place after judgment upon judgment had fallen on Israel under Hazael the Syrian. It continued the reformation begun by Elijah and carried forward by Elisha.

The work expressed God's love for erring Israel and His compassion for those weak in moral power. God raised up Jehu to slay the wicked Jezebel and all the house of Ahab, and in merciful providence to set aside the priests of Baal and of Ashtoreth and throw down their heathen altars. He foresaw that with temptation removed some would forsake heathenism, turn their faces heavenward, and learn to inquire after Him. Calamity after calamity was permitted to this end, with judgments tempered by mercy, until His purpose was accomplished and the tide was turned in favor of those who turned to Him. Then many inquired after God, forsook the altars of Baal, and served Him with all the heart.

Jehu's example is also a warning against letting self-exaltation lead to an unrestrained torrent of words. When seeking to win people, speech should instead be gentle.
