2 Kings 19:21
This is the word that the LORD hath spoken concerning him; The virgin the daughter of Zion hath despised thee, and laughed thee to scorn; the daughter of Jerusalem hath shaken her head at thee. This is the word that the LORD hath spoken concerning him; The virgin the daughter of Zion hath despised thee, and laughed thee to scorn; the daughter of Jerusalem hath shaken her head at thee.
God spoke this word as His answer to Hezekiah's prayer, with the assurance that Sennacherib, king of Assyria, would be humbled rather than prevail. Zion and Jerusalem are pictured in it as a young woman, the virgin daughter, who despises Sennacherib and laughs him to scorn. She is not portrayed as terrified by his boasting but as looking upon him with derision.
Her shaking of her head at him expresses contempt and mockery for the Assyrian king. That gesture declares that his threats will not frighten Jerusalem nor overcome her. His proud assault against God's people will end not in victory but in his own shame.
