Deuteronomy 15:5

Only if thou carefully hearken unto the voice of the LORD thy God, to observe to do all these commandments which I command thee this day.

The instruction stands within the law of the seventh-year release of debts owed by fellow Israelites. It demands carefully listening to the voice of the Lord and observing to do all the commands given for that day, which is heeding God and living out what He commands. Such careful obedience is set as the condition for receiving the promised blessing in the land.

In that setting the requirement embodies mercy, compassion, and tenderness toward others, extending even to a brother who cannot repay a debt. Its principle therefore requires doing what is right rather than insisting on what is legally owed when collection would wrong a brother. Neglecting the light God has given and failing to walk in it is disobedience to this call. Faith in the word of God must be proved by practical work that carries out what He commands.
