So shall ye divide this land unto you according to the tribes of Israel.
The verse stands within the vision of waters issuing from under the threshold of the house eastward, at the south side of the altar. The flow begins as a small, very small rivulet and keeps growing as it goes. It issues out toward the east country and goes down into the desert and goes into the sea, where the waters are healed. That growing stream means the work begins small and then extends to the east and to the west, to the islands of the sea and to all parts of the world.
As the work extends, great interests must be managed in different localities. Strength and efficiency are therefore not to be centered in any one place or concentrated in one place. Each institution is to remain independent, working out God's plan under His direction. Bearing responsibility gives strength and development, while freedom from responsibility leaves character undeveloped and powers repressed and weakened.
