Ezekiel 47:23
And it shall come to pass, that in what tribe the stranger sojourneth, there shall ye give him his inheritance, saith the Lord GOD. And it shall come to pass, that in what tribe the stranger sojourneth, there shall ye give him his inheritance, saith the Lord GOD.
The verse closes the vision of waters coming out from under the threshold of the house toward the east at the south side of the altar, running toward the east country and down into the desert and into the sea, where the waters bring healing. In that setting it shows a work that starts as a small, very small rivulet and then spreads to the east and to the west, to the islands of the sea, and to every part of the world. It teaches that the work belongs to the Lord and is not to be centered in any one place, consolidated under one management, or centralized in the hands of a few. It therefore requires each institution to stand independent, working out God's plan under His direction. That independence is vital because carrying burdens gives strength and development, while being freed from responsibility leaves character undeveloped and powers repressed and weakened.
