Isaiah 9:12

The Syrians before, and the Philistines behind; and they shall devour Israel with open mouth. For all this his anger is not turned away, but his hand is stretched out still.

The hand stretched out still means anger is not turned away but remains outstretched in wrath and justice until purposes are fully accomplished, so judgment does not cease even after plagues have fallen and the wicked are tormented, until hireling priests and all the unrighteous are destroyed from the earth. When messages of warning given for years to institutions and individuals are disregarded and judgments fall without moving hearts to repentance, further judgment will come, for displeasure continues against choosing human ways and bringing condemned principles into His work, and He will speak again in judgment as before. At the same time that anger and judgment continue, appeal and mercy remain open and the hand remains extended to save.

Even while judgment falls, the continued outstretched hand is mercy and an offer of salvation for people who have not had opportunity to learn the truth, so warning and judgment are still a time of mercy for them, while for those who had opportunity but refused to enter the door is closed to them. The hand remaining stretched out shows He continues to reach toward people despite sin and bears patiently with human weakness, ignorance, ingratitude, waywardness, hardness of heart, wandering, and neglect of His Word, and does not treat them according to what they deserve. Despite rejected messages and abhorrent selfish practices, He will still save all who humble themselves and show thorough repentance, including Dr. Kellogg if he humbles himself and repents.

The outstretched hand is not yet withdrawn but bears the brightest beams of His glory in the marks of the crucifixion, held out in the short time left to repent and be converted for those who claim to be His children to take with no price in their hands by clinging simply to the cross. Taking His hand means bowing unreasonable untamable self, gaining a deeper experience of all of Christ and none of self, and carrying out His will as His servants. Then a great work will be done among His people.
