Jeremiah 33:23

Moreover the word of the LORD came to Jeremiah, saying,

Jeremiah 33:23 stands in Jeremiah 32 to 45, which record the history of the two years before the fall of Jerusalem. Chronologically it stands late in the ministry in Judah, after chapter 37 and before chapter 38, though the prophecies after chapter 20 are not in chronological order because of displacement when the manuscript rolls were gathered together into one book. It belongs to a group of Messianic prophecies that look through the restoration from Babylon to the more glorious restoration under Christ.

The chapter is connected with the restoration of all Israel, meaning all who belong to the promise through faith, not merely the Jews living at one historical time or natural descendants alone. That restoration is accomplished by Jesus and includes the resurrection at his second advent, with the promised people retaining their personal and collective identity. The verse belongs to a prophecy about the same events and time described in Ezekiel: Israel's gathering and deliverance, its return to the land, and God's gift of a new spirit.

Those events are placed at the beginning of the day of the Lord, before the resurrection of the just, and are applied to all living saints, with many literal Israelites also gathered and delivered at Jerusalem. The verse belongs to prophecy describing the desolation of the earth during the millennium, meaning the earth will lie desolate for a thousand years after all wicked men are destroyed at the second advent, while the resurrected and changed immortal righteous ascend with Christ to the eternal city and reign with him in the judgment of the wicked.
