Joshua 18:2

And there remained among the children of Israel seven tribes, which had not yet received their inheritance.

The move of the tabernacle from Gilgal to Shiloh took place while seven tribes still had not received their inheritance. Shiloh was a little town in the lot of Ephraim near the center of the land, selected as the permanent location for the tabernacle. It was easy of access to all the tribes, and the country around it had been thoroughly subdued so that worshipers coming there would not be molested. The tribes still in camp at Gilgal followed the tabernacle to Shiloh, pitched near it, and remained there until they dispersed to their possessions.
