Micah 1:8
Therefore I will wail and howl, I will go stripped and naked: I will make a wailing like the dragons, and mourning as the owls. Therefore I will wail and howl, I will go stripped and naked: I will make a wailing like the dragons, and mourning as the owls.
Micah was a prophet to Israel and also to Judah in the days of Jotham, Ahaz, and Hezekiah, a younger contemporary of Isaiah who saw and felt keenly the social wrongs of his age. The verse belongs to Micah 1-4, which is a prophecy of judgment for Israel's sins. It stands within a vision of Jehovah coming forth out of His place amid awful convulsions of nature, called forth by the sins of the house of Israel and the transgressions of Jacob. It portrays village after village destroyed, with Samaria falling and desolation reaching to the very gates of Jerusalem. Because of the sins of Israel, Zion would be plowed as a field and Jerusalem would become heaps.
