Proverbs 17:26

Also to punish the just is not good, nor to strike princes for equity.

To punish one who is just is not good, because penalty belongs to wrongdoing and not to innocence. To strike princes is likewise improper when they act for equity, because rulers who do what is right should be upheld rather than smitten. Both actions are therefore condemned as contrary to right: punishing the innocent and punishing upright authority for its uprightness.
