In the years following the occupation of the Promised Land God's beneficent designs were almost wholly lost sight of, and this verse sets forth anew His plan for the salvation of the heathen. It was written for the generation to come, so that the people to be created would praise the Lord. The promise rests on the Lord looking down from the height of His sanctuary in heaven upon the earth to hear the groaning of the prisoner and the suffering, and to loose those appointed to death and free those facing death.
