Zechariah 14:13

And it shall come to pass in that day, that a great tumult from the LORD shall be among them; and they shall lay hold every one on the hand of his neighbour, and his hand shall rise up against the hand of his neighbour.

The verse describes a plague and a great tumult sent from the Lord upon those who fight against Jerusalem and against God, throwing them into turmoil and confusion. It applies to the final judgment and destruction of the wicked at Christ's coming. That fulfillment takes place during the Lord's punishment when His wrath is poured out, and after the saints are delivered by God's voice.

In the fury of their own passions and under God's wrath, the wicked turn against one another, each laying hold on his neighbor so that hand rises against hand. People of every rank perish and the wicked inhabitants of the earth fall. Strife and bloodshed spread everywhere until the earth is covered with dead bodies.

In particular, the deceived multitudes realize that false ministers and pastors deceived them and led them to ruin by leading them to reject God's law and persecute its keepers, and in fury they turn against those teachers while accusing one another. Hands once raised to honor those teachers are raised to destroy them. Weapons once intended to kill God's people are turned against their own enemies.
